Bruce Mowbray is managing director of DenStat Solutions, a Sydney-based education consultancy company that specialises in providing evidence-based policy and research solutions for Australian Commonwealth and State Government agencies, non-Government school authorities, and tertiary education providers.

Bruce began his career as a secondary mathematics teacher in the NSW Department of Education. After more than 20 years working as a classroom and mathematics head teacher, he undertook a range of roles including: curriculum adviser in the Studies Directorate of the Department of Education; senior policy adviser in the Ministry of Education and Youth Affairs; senior policy officer in the Department of Training and Education Coordination; chief education officer, Department of Education and Training; manager, Interim Committee for a NSW Institute of Teachers; and manager of planning, management and review at the NSW Institute of teachers.

More recently, Bruce's work has comprised consultancy contracts as a sole contractor, and in conjunction with Atelier Learning Solutions, the University of New England, and JT Education Consulting.
 
Bruce has a background in policy advice and in large-scale policy evaluation and development projects. He was the executive officer to the following NSW government reviews:
  • Profiles and Outcomes (Eltis Review)
  • Higher School Certificate (McGaw Review)
  • Teacher Education in NSW (Ramsey Review). 

Bruce is an experienced policy analyst and program manager, having worked on policy and public-sector reform initiatives in NSW, Australia and internationally since 1990. He has expertise in project and change management, in applying a logical framework approach to project design, planning, monitoring and evaluation, and in the use of participatory methodologies for engaging multiple stakeholders in significant change programs. He is also experienced in governance, project budgeting, tender and contract management. He has expertise in the use of technology to analyse both qualitative and quantitative data from large-scale evaluation projects.
 
Bruce is widely respected through his work with schools and senior policy makers in review, evaluation and action research. His wide background in teaching, educational administration, policy, and national evaluation projects equip him with substantial understandings of issues related to the quality of teaching and school leadership in Australian schools. 

Bruce has chaired the NSW Education Standards Authority (NESA) Moderating and Consistency Committee for the past five years. The committee is responsible for oversight of, review, and advice pertaining to all applications for accreditation of teachers applying for Highly Accomplished and Lead Teacher level recognition.
